The Colorado Springs City Council on Tuesday sent what one member called a "bloated" 2008 spending plan for ambulance oversight back to the monitoring agency for trims.

The budget for the Emergency Services Agency, whose chairwoman is El Paso County Commissioner Sallie Clark, called for $438,000 -- a 19 percent increase from this year and nearly three times the 2006 budget.
