Artists Christo and Jeanne-Claude have cleared a hurdle -- albeit a minor one -- in the years-long approval process to drape with fabric parts of a 40-mile stretch of the Arkansas River between Caon City and Salida.

The U.S. Bureau of Land Management has determined the artists' "Over the River" project is "in conformance" with the agency's resource management plan for the area and that the land is available for that use. The decision is a procedural step that, once completed, will allow the BLM to write an environmental impact statement on the project, said BLM spokeswoman Denise Adamic. The agency could have denied the project outright at this stage.
