DENVER - This legislative session appears to be coming to an end with one conclusion about transportation -- improving the state's roads is going to have to happen down the road.

Before lawmakers took their seats in January, the governor's Blue Ribbon Transportation Panel determined the state needed to spend $1.5 billion more a year on roads.
