Busy Street Presents Obstacle for Ambulance

Summary

There is an American Medical Response ambulance building along the parallel road next to the southbound lane of Powers Boulevard. In the past, I have seen an ambulance come out of the building, turning right onto the service road and proceeding to Victor Place, where it turned left and right again onto Powers. It proceeded south on Powers, with lights flashing, to Palmer Park Boulevard. At the traffic light of Powers and Palmer Park, it made a U-turn and headed north on Powers.

Why is there no direct access through the grass divider, with a traffic light just for the ambulance (to be used only as needed), so that the ambulance can proceed directly north? Going south in traffic, making a U-turn and then heading north is time wasted for someone in dire need.
