Imagine that you spent $5,000 on a business trip with the expectation that you'd be reimbursed for your expenses. Then imagine being told you're not getting that money after all.

That's how a number of local government and nonprofit officials in El Paso and Teller counties felt last year, when they learned they weren't going to get their anticipated allotment of gaming- impact grant money from the state. The money, generated by a state tax on gaming revenue, is supposed to help reimburse communities for the negative effects of gaming.
