An independent Memorial Health System would make a one-time $5 million payment to a foundation set up to promote health care in Colorado Springs and would make yearly payments of at least $500,000, a City Council task force laying out plans to free the city-owned hospital agreed Tuesday.
With a Jan. 25 deadline for the full council to vote on the proposal to turn Memorial into an independent nonprofit, and a slew of other deadlines coming up to place the issue on the April ballot, the task force tried to lay out principles that the council, and voters, would support.See the full content of this document
