Laws against aggressive panhandling passed by the Colorado Springs City Council in 2002 have helped to reduce begging downtown, but not enough for some people.

Several council members asked in March about a total ban on soliciting money on sidewalks. City Attorney Patricia Kelly told them that would be an unconstitutional abridgment of free speech.
