LOS ANGELES - The Anschutz Entertainment Group's bid to return the National Football League to Southern California cleared a major hurdle on Tuesday when the Los Angeles City Council voted to approve a memorandum of understanding with AEG on the company's plans for a $1.28 billion downtown stadium project.

In reaching a non-binding agreement in principle on key points, the City Council's votes keeps on track AEG's plan to open Farmers Field, a retractable-roof stadium adjacent to Staples Center, in time for the 2016 NFL season. The vote also sends a message to NFL officials, who have long been skeptical about Los Angeles' commitment to bringing the league back to the nation's second- largest media market after a 16-year absence.
