The city owned Memorial Health System, like hundreds of other hospital systems, has become mired in a health care economy that's ill. The historically profitable enterprise is on the edge of losing money, with net income for the first half of 2008 a paltry $715,000, compared to $18.5 million for all of 2007, and a whopping $41.7 million in annual profits ive years ago.

At the root of the hospital's problems are low reimbursements for services paid by third-party payers -- including private insurance companies, and the government's Medicaid and Medicare -- and uncompensated care for the uninsured indigent and poor.
