A church group from Kansas that had planned to picket near the main gate of Fort Carson an hour before a memorial service for several soldiers did not show up Wednesday.

Last week, Gov. Bill Owens signed a bill that requires demonstrators to stay 100 feet from a funeral. The bill was introduced in response to Topeka-based Westboro Baptist Church, whose members have taken to demonstrating at military funerals across the nation. The church, made up of family members of its leader, the Rev. Fred Phelps, uses placards to spread its belief that God is killing soldiers because of the nation's tolerance for gays.
