QUESTION: Can you please again explain what measures one has to take to get a barking dog to cease its incessant racket? Shouldn't quiet time be adhered to when it comes to an animal that starts barking at 10:30 p.m. to 12:22 a.m.? Please advise, since with the cooler nighttime temps it would be nice to sleep without having to put a fan in the window to drown out someone's negligence in leaving their so-called family pet to wake the neighborhood.See the full content of this document
