Be careful what you wish for" is an age-old warning that could take on a fresh new relevance for U.S. officials trying to orchestrate the emergence of a new Iraq. The election last week came off better than most had expected, and the finger stained with indelible ink became an inspiring symbol of the desire for self- rule. But it may be that demography is destiny in Iraq.

Concern is growing over whether Shiite-oriented parties in the country will want to impose a theocratic government similar to the regime in Iran. Those parties represent the majority of Iraqis, a larger majority of those who voted, and will likely be the dominant force in the assembly charged with putting together an interim government and writing a constitution.
