Summary


It is often said that a president doesn't really come into his own until his second term, if he has one. His first four years are spent trying to advance parts of his agenda without rocking the boat too much. A first-term president always has his eye on the next election, so he can't afford to alienate large blocks of voters. After his second inauguration, however, it's a different story.

Not having to position himself for another election, the president begins working on his legacy. President Bush is no different from others who have sat in the Oval Office. Although he once claimed he was the "education president," and more recently has positioned himself as a "war president," Bush seems also to want to be remembered as the "world freedom president."
